Emerald State Environmental was founded by retired U.S. Navy Officer and Master Explosive Ordnance Disposal (EOD) Technician Brian Economy. As a Small Business Administration (SBA) Certified Service-Disabled Veteran-Owned Small Business (SDVOSB), the company was built on the principles of service, integrity, accountability, and mission-focused execution.
Today, Emerald State Environmental continues to expand its capabilities and market reach through the addition of experienced senior leaders, including Dustin Rathbone and Patrick McKenna. Both are retired U.S. Navy Senior Chiefs and Master Explosive Ordnance Disposal Technicians who bring more than four decades of combined leadership experience supporting military, federal, commercial, and international operations.
Together, the leadership team's expertise encompasses environmental remediation, unexploded ordnance (UXO) investigation and clearance, underwater operations, mine countermeasures (MCM), emergency response, project management, and complex field operations in challenging environments. This depth of experience allows Emerald State Environmental to deliver practical, innovative, and mission-driven solutions while maintaining the highest standards of safety, quality, and professionalism.

Our leadership team brings more than 400 years of combined explosive ordnance and high-risk operational experience, including senior command roles across Navy EOD forces, maritime security, and emergency response. This background shapes how we plan, communicate, and execute, aligning every project with clear authority, disciplined procedures, federal and military standards, and transparent accountability to our clients.
